Visiting Japan (Visa)

Important notice:

Due to the security situation in Afghanistan the routine visa applications to the consular section of the Embassy of Japan in Afghanistan were temporarily suspended.
The consular section of Embassy of Japan in Afghanistan has restarted its routine visa process except for the applicants who have been issued the Certificate of Eligibility by the Japanese Immigration Bureau.


 
General Information

 
Generally, a national of a foreign country who wishes to enter Japan must possess a valid passport and a visa obtained from the Embassy or Consulate-General of Japan.

Applicants should be aware that a visa does not guarantee entry into Japan. The Ministry of Justice (the Immigration Bureau) has the authority to deny the entries. A visa is used solely to make an application for "Landing Permission", which defines the period for how long a foreign national can stay in Japan, and the "Status of Residence", which determines the activities the foreign national can engage in Japan. Landing Permissions are determined by the immigration official at the port of entry, not by the consular official.

Eligible Applicant for Visa Issuance
 
The Embassy of Japan in Afghanistan accepts visa applications only for the following purposes:
 
  • Diplomatic / Official visit
     
  • Visit by applicants who have been issued the Certificate of Eligibility by the Japanese Immigration Bureau.(Temporarily suspended) 
  • Temporary visit
    - Applicants invited by the Japanese Government affiliated organization, or a local government.
    - Applicants invited by JICA regarding ODA (Official Development Assistance) matter.
    - Applicants invited by UN to attend conference, seminar, etc.
    - Applicants invited by NGO to attend conference, training, etc.
    - Applicants invited by an educational institution to attend academic or technical exchange program.
     
    Applicants who are not applicable of the above categories should apply for a visa at the Embassy or Consulate-General of Japan in the following countries:

     The applicant must possess a valid passport and be entitled to re-entry to a country of his/her nationality or a country of his/her residence.
     
    • All submitted documents must be authentic, complete and satisfactory.
       
    • The activities engaged during his/her stay in Japan, the civil status or the position of the applicant, and the period of stay must meet the requirements for the status of residence and the period of stay stipulated in the Immigration Control and Refugee Recognition Act (Cabinet Order No.319 of 1951. Hereinafter referred to as the "Immigration Control Act").
       
    • The applicant should not conflict with any of the items of Article 5, Paragraph 1 of the Immigration Control Act.
       
      Procedures
    • All applicants must prepare all necessary documents and contact +93 0797898667 or cns4@kb.mofa.go.jp prior to submitting the documents.
       
    • The Embassy does not accept incomplete documents; additional documents may be requested during the course of application/examination.
       
    • It would take approximately 1 week or more for consideration of the application.
       
      Visa fees (Except Visa fee waiver countries)
       
      1,950 Afghani per person (for an ordinary visa)

      *The Embassy does not accept any other currency, including US dollars.
       
      Criteria for Visa Issuance
       
      Each applicant must submit the following basic documents.
       
      1.  Diplomatic / Official visit
    • A completed application form which is available on the Embassy or downloadable from the following website.(Please fill in your full name as indicated in your passport)
       
    • A valid passport which has blank pages for visas
       
    • A copy of the passport (the page including the holder’s personal data) (Last visa, landing permission, entry and departure stamps for Japan, if applicable.)
       
    • One passport-type photo taken within the last six months (size 45mm x 45mm), showing full face forward against a white background (photographs with dark glasses or head coverings other than religious wear are not acceptable)
       
    • (in case of application by a representative ) A copy of the National ID
       
    • A note verbale
       
      2 .Applicants who have been issued the Certificate of Eligibility by the Japanese Immigration Bureau:Temporarily suspended
       
      (1) Engineer/ Specialist In Humanities/ International Services:
    • A completed application form which is available on the Embassy website or downloadable from the following website. (Please fill in your full name as indicated in your passport)
    • A valid passport which has blank pages for visas
    • A copy of the passport (the page including the holder’s personal data) (Last visa, landing permission, entry and departure stamps for Japan, if applicable.)
    • One passport-type photo taken within the last six months (size 45mm x 45mm), showing full face forward against a white background (photographs with dark glasses or head coverings other than religious wear are not acceptable)
    • A copy of the National ID registered by Ministry of Foreign Affairs with color copy
    • Original Certificate of Eligibility with color copy
    • Copy of Application for Certificate of Eligibility
    • Employment Contract or other agreement document
    • Copy of Company Registration in Japan
    • Copy of residence card of the owner of the company in Japan
    • Reference letter from the company you are working for
    • Business License of the company you are working for
    • School documents (Certificate of Graduation, Certificate of examination)
    • Flight Itinerary
       
      (2) Dependent :
       
    • A completed application form which is available on the Embassy website or downloadable from the following website. (Please fill in your full name as indicated in your passport)
    • A valid passport which has blank pages for visas
    • A copy of the passport (the page including the holder’s personal data) (Last visa, landing permission, entry and departure stamps for Japan, if applicable.)
    •  One passport-type photo taken within the last six months (size 45mm x 45mm), showing full face forward against awhite background (photographs with dark glasses or head coverings other than religious wear are not acceptable)
    • A copy of the National ID registered by Ministry of Foreign Affairs with color copy
    • Original Certificate of Eligibility with color copy
    • Marriage Certificate registered by Ministry of Foreign Affairs with color copy
    • Birth Certificate registered by Ministry of Foreign Affairs with color copy
    • Flight Itinerary.


      3.Temporary visitor

      b) A valid passport which has unused pages for visas
       
      c) A copy of the passport (the page mentioning the holder’s personal data) (Last visa, entry and departure stamps of Japan, if applicable.)
       
      d) One passport-type photo taken within the last six months (size 45mm x 45mm), showing full face forward against a white background     
      (photographs with dark glasses or head coverings other than religious wear are not acceptable)
       
      e) (in case of application by a representative ) A copy of the National ID registered by Ministry of Foreign Affairs.

       (2)[Guarantor]
       
      a)  An Original Invitation Letter
       
      b)  An Original letter of guarantee
       
      c)  An Original Itinerary in Japan
       
      d) (If the guarantor is a foreigner who is staying in Japan) A copy of the Residence Card of the guarantor, a copy of the foreign guarantor’s passport (pages including personal data, photo, and immigration stamp for residence permit).
